It is believed the radiation at Fukushima is coming from one of the reactors, but a specific leak has not been identified.
Leaking water at reactor 2 has been measured at 1,000 millisieverts/hour - 10 million times higher than when the plant is operating normally.

Violent outbreaks in London as tens of thousands march in protest against government's austerity measures. Tens of thousands of people have rallied in London, the British capital, in opposition to public spending cuts introduced by the country's coalition government.
There were outbreaks of violence amid Saturday's demonstration as several hundred masked protesters clashed with police and rampaged down London's main shopping district.
About 4,500 police officers were deployed ahead of the protest.
Away from the main protest, a group of black-clad protesters threw paint bombs at shops and banks on the main shopping streets of Oxford Street and New Bond Street.
Police said that some protesters also threw paint bombs and light bulbs filled with ammonia at officers during the demonstration.
Several banks were attacked and the Fortnum and Mason department store was briefly occupied.
UK Uncut, a group that campaigns against government cuts and corporate tax avoidance, claimed it was behind the occupation.
Five policemen were injured during the protests. Police arrested 157 people.

In a statement on Saturday, the coalition said that it was investigating the incident, but did not release the number of dead and wounded.
Nato said the International Security Assistance Force (ISAF) had called in an air attack on the two vehicles believing them to be carrying a Taliban leader and his associates, but later discovered they were transporting civilians.
The attack occurred on Friday in the Naw Zad district of Helmand province.
Civilian casualties in military operations in Afghanistan have become increasingly embarrassing for international forces battling the Taliban there ahead of a planned handover of security to Afghan forces.
The latest incident comes only two days after the coalition killed two civilians in the eastern province of Khost.
The two were walking near a car with suspected insurgents and were not seen until after a NATO helicopter gunship launched its attack, NATO said.
